Fleet Rehabilitation and Modernization program[edit]

Instead of scrapping Victory I's made redundant by the introduction of the Imperator-class SD, was it decided to modernize them. The result was the Fleet Rehabilitation and Modernization (or FRAM) program. The first one hundred entered spacedocks in Kuat system a few weeks after the Battle of Yavin for extensive system upgrades and refitting.

The modernization included new sublight engines and weapon systems, boosted shielding and improved hangar facilities for an extra TIE squadron. This rectified the main deficiency of the old Victory I, namely its slow sublight speed, with additional improvements to its combat capabilties.

They were scheduled to roll out two years later, but unfortunately, a rawmat shortage it impossible for them to be fitted with new primary hull plates. In order to make them ready for service was it decided to fit them with an alternate hull plating, made of havod metal alloy. The only drawback was that this new metal was red, which meant that the first batch of Victory FRAM Star Destroyer had red hulls instead of the more normal white-gray.

This created an outburst of rage from the Historical Battleship Preservation Society and from crewmembers assigned to serve in, as they say, "pink ships". However, official spokesmen said that this was only an interim measure to clear the docks for new projects and except for the first hundred refurbished vessels, the rest would have the more common white-gray cast
